What a Pool Enclosure Costs to Build

Pool enclosures are quoted per linear foot like any fence, with enclosure hardware and permit work on top. Ornamental aluminum, the usual choice, plans at $60 to $110 per foot installed.

• Material — aluminum at $60 to $110 per foot is the common pick for its sightlines and corrosion resistance. Chain link at $35 to $60 meets code for a fraction of it. Glass sits well above both.
• Compliant gate hardware — self-closing hinges and a self-latching mechanism at the required height are code, not upgrades, and they cost more than standard gate hardware.
• Permit and inspection — most GTA municipalities require a pool enclosure permit and an inspection before the pool is filled. Budget the fee and the time.
• Enclosure layout — irregular pool shapes, raised decks and retaining walls add corners, and every corner post costs more than a line post (the ordinary posts spaced along a straight run).
• Height — taller panels need deeper posts and more staging, so the rate climbs with it. Check your municipal maximum before pricing the height you want.
• Grade and soil — slopes, rock and the compacted clay common across Toronto, Mississauga and Brampton add $5 to $15 per foot, because posts take longer to set.
• Site access — tight side yards, stairs, decks and mature landscaping slow a crew down. Hand-digging an inaccessible run adds $8 to $15 per foot.
• Gates — priced per gate, not per foot: $350 to $600 for a single walk gate, $800 to $1,200 or more for a double or driveway gate.
• Old fence removal — taking down and hauling away what is there adds $8 to $18 per foot, plus $3 to $8 where concrete footings have to come out.
• Run length — anything under roughly 60 feet carries $5 to $10 per foot more, because mobilization, travel and disposal spread over fewer feet.

Why the Pool Enclosure Quote Comes First

Those are planning ranges rather than a quote. The enclosure is worth pricing early because in most municipalities the pool cannot be filled until it passes inspection.

Pool Fence Planning Is Different From Standard Fencing

Pool fences need more planning than ordinary property-line fences because they are part of a safety enclosure. Material choice, height, openings, gate swing, latch position, climbability, visibility, and municipal requirements all matter - and the requirements differ city by city across the GTA rather than following one provincial standard.

Pool Enclosure Requirements by GTA Municipality

Pool enclosure rules are set by each municipality, not by one provincial standard, and the differences are large enough to change the design of your fence. The table below summarises the current requirements for the municipalities we work in most often. Confirm the details with your own city before you build - by-laws are amended periodically.

Two Timing Rules That Catch Pool Owners Out

Most homeowners assume the enclosure is the last step of a pool build. In much of the GTA it is one of the first, and getting the sequence wrong stalls the project.

Inspection before filling. In Toronto and Mississauga you cannot fill the pool until the enclosure has been inspected and approved. A pool that is finished, watertight and ready to go can still sit empty for weeks if the fence was left to the end. We plan the enclosure into the build schedule so the inspection happens when you need it, not after.

Temporary fencing before excavation. Vaughan, Oakville and Whitby require a temporary enclosure to be standing before the ground is broken - the obligation starts before the pool exists. Markham requires a 1.2 m temporary enclosure during construction as well. If you are booking an excavator, book the temporary fencing first.

Above-Ground Pools and Hot Tubs

An above-ground pool or a hot tub is still a regulated body of water in every GTA municipality we work in - generally any water deeper than 60 cm. What changes is how you are allowed to satisfy the requirement.

• Above-ground pools: several municipalities let the pool wall itself form part of the barrier when combined with a guard - Mississauga at 1.83 m, Markham at 1.98 m, and Burlington at 2.0 m or more for the wall-and-guard combination.
• Hot tubs: Oakville, Brampton and Whitby exempt a hot tub that has a substantial locking cover - Oakville and Brampton specify a 200 lb cover, fitted and locked whenever the tub is not in use.
• Burlington additionally exempts hot tubs with a surface area under 8 square metres.
• Richmond Hill requires an enclosure for any outdoor body of water deeper than 0.6 m, set back at least 1.5 m from the water edge, 1.2 m to 1.8 m high, with a child-proof lock 1.5 m above the pool deck.
• Ladders and steps on an above-ground pool must be removable or lockable - an accessible ladder defeats the enclosure regardless of the fence height.
• Decks built against an above-ground pool usually convert the project into a full enclosure job, because the deck itself becomes the climbable access point.

Richmond Hill and Brampton Pool Enclosures

Richmond Hill requires a combined Pool Enclosure and Site Alteration Permit, applied for through the town's permits portal. The enclosure is required for any outdoor body of water deeper than 0.6 m, must sit at least 1.5 m back from the water edge, and must stand between 1.2 m and 1.8 m high. Gates must be self-closing or self-latching, with a child-proof lock positioned 1.5 m above the pool deck.

Brampton requires a pool fence permit to enclose a pool, under Pool Fence By-law 202-2011 and the city's Pool Enclosure By-law. The city publishes a Pool Fence Enclosure Guide alongside them. The hot tub exception is the same substantial locking cover standard used elsewhere in the region - a 200 lb cover, fitted and locked when the tub is not in use.

Pool Fence Demand Across the GTA

Where you are in the GTA shapes the plan. In Toronto, expect a tight backyard and a municipal inspection to factor into the layout. In Mississauga, pool enclosure work often comes bundled with a privacy upgrade or a gate replacement. In Richmond Hill, larger backyards with slope and mature landscaping usually mean more site prep before the fence goes in.
