Gates must be self-closing with a lockable self-latching device on the interior face near the top, and metal, wrought iron and chain link gates need a covering plate over the latch. The enclosure has to be inspected and approved before the pool can be filled.
Front-Yard Setback Awareness
The visible sidewalk is not always the property line in Oshawa — the boulevard runs from the street to the edge of your property and may or may not contain a sidewalk, so a front-yard fence has to sit on your actual lot line, confirmed by survey. Fence and Sight Triangle By-law 23-2014 limits a front-yard fence to 0.9 metres, and allows 2.2 metres within 2.0 metres of a rear or side lot line. On a corner lot the sight triangle runs 6.0 metres back from the intersection of the two street lines, and a driveway sight triangle 3.0 metres; inside either, nothing may exceed 0.9 metres.

The City of Oshawa also has a local fence by-law that governs how boundary fences are handled.
In practice, the simplest path is to agree on the fence style and a shared cost with your neighbour before work begins. If you build the fence entirely on your own side of the property line, it is your fence and your cost. Where neighbours cannot agree, the Line Fences Act provides a fence-viewer process through the municipality to resolve cost-sharing.

The enclosure must extend from the ground to a height of not less than 1.5 metres, measured from grade on the outside. That is higher than most GTA municipalities require, and it is the single figure most often got wrong on an Oshawa pool job. The gap between the bottom of the fence and grade may not exceed 100 millimetres.
Gates must be self-closing, with a lockable self-latching device on the interior face near the top of the gate. Metal, wrought iron and chain link gates and fences also need a covering plate of at least 300 mm by 300 mm over the latch, so it cannot be reached from outside the enclosure. Permitted spacing between verticals depends on the material and rail spacing, so we set it from the by-law tables rather than a rule of thumb.
In Oshawa, a fence is required to be built entirely on your own property and not encroach onto the City road allowance, which often extends a short distance behind the sidewalk. The visible sidewalk is not always the property line, so the fence may need to sit back from it.
